Can Microsoft change someone’s gamer tag ?

No. There's no way to have that done. The gamertag system is in use on other services as well so even if the person who owns it is not active on an Xbox, it may be in use elsewhere.

As Smwutches stated it was a forced gamer tag change. Someone found that your gamer tag was inappropriate and reported it. With a forced gamer tag change there is no case review. Remember when choosing a gamer tag that millions of people can see this from
kids to adults if you think the gamer tag you use is fine, someone else may find it offensive or inappropriate. They need to follow the

code of conduct.

There is no way to delete a gamer tag. You can pay to have it changed, but deleting the Microsoft Account will not delete the associated gamer tag and will only make that gamer tag inaccessible since there will no longer be a supporting Microsoft account.

The only way to claim a gamer tag in use by someone else is if said individual changes their gamer tag, that will then free up that previous tag for use.
