Can microsoft allow exchange for credit if we have redeemed a game but havent downloaded it.

1. Sign in to your Microsoft Account.
2. From the top menu bar, select Payment & billing > Order history.
3. Navigate to the game or app you want to be refunded, and select 'Request a refund'.

It may be that this game is for a particular region, so it won't let you download it. The other thing you can try is to redeem the game code, from your Microsoft page.
If from there it does not let you redeem it, you should contact the seller, and see if they can exchange it for one for your region.

If you've already redeemed the code, there is nothing that can be done. If you haven't redeemed the code, you'd need to continue to work with Amazon to see if they can exchange it. Microsoft can't exchange it since it wasn't purchased through them.

I bought my game pass subscription on amazon and redeemed it on microsoft but when i get on the game it says i havent redeemed my subscription and when i check my order history it says i havent redeemed it but when i reput the code in it says redeemed

Gold can only be purchased via credit card/Paypal or by purchasing a prepaid gold card in a store. If you've already redeemed the gift card, it cannot be exchanged for a gold card.
