Can I use another region dlc for an American copy of the game?

You cannot use digital products or online stores intended for a region you are not physically located in. Doing so can lead to account and hardware bans.

Even if I where currently living said region with said console original obtain in usa where one was living 1st?

Note that digital content on PlayStation is region locked, so for example a DLC from one region won't work with a game from another region (this can happen if you bought a disc copy for a different region, or access the game from an account created in a different region). But if you haven't changed accounts and own both the game and DLC on your own account, there shouldn't be any issues.

Games Languages are based on there Region Code, The only way to have a English copy of Call of Duty: Ghost is to buy American Copy (NTSC/U)

XB360 games case is mostly yes. But a XB1 game is no. You can in thory get a Japan XB1 game and played it on a american system. But movies and dlc are still region locked.
