Can I use a gamertag once used by someone else (or myself) ?

Once you change your Gamertag it will be freed which means that anyone can claim the Gamertag that you just changed.

If there is no one that uses the Gamertag and then you will be able to claim it.

To clarify, it's not immediate, but it is made available for others. It takes time for the servers to update after you've changed your tag, but the length of time for it to free up is unknown.

After you have change your Gamertag into something else it will be immediately available to everyone.

I believe the Gamertag was used by someone else.

When you cancel your account or change your gamertag, your old gamertag becomes valid so that anyone can use it again, I believe the name is available and someone else took it and is using it.

If the gamertag is yours then how come someone else is using it?

If the system says the gamertag is taken by someone else then there's nothing you can do,you'll have to think of another name.
