Can I take my Xbox anywhere to do an offline update

just three quotes from the official announcement

(1) "There is no 24 hour connection requirement and you can take your Xbox One anywhere you want"

so you can take it anywhere you want

(2) "(a)lso important to you is the freedom to play offline, for any length of time, anywhere in the world."

so you can play it anywhere in the world

(3) "there will be no regional restrictions."

no need to repeat

the only thing I can think is to make sure the game(s) are fully uninstalled, then take the console into offline, install the games from disc and see if you can play in offline mode. It is important that you do not take the console online, as it will most
likely try to update the game, or at least do a check and then you will be prompted to update before playing.

this link on the steps to do an offline system update. It's highly recommended that you let the update download and update itself on the console. If you cannot do that, then follow the link above to do the offline system update.

Like these two old timers said above ...

You don't have to be offline to install an update. I know some advise doing the install offline and then connect to do the updates, apparently this can speed it up if it's taking it's time but again, you don't have to.
