can I safely split and xbox live account from my pc account without messing up both?

I recommend you, set up your Xbox as home Xbox. After this, your brother will be able to play your games with his own account, and you can use your profile on PC.

I dont care about the games i want to take my xbox live account off of my microsoft account and put it on a different microsoft account with a different email etc. do you know if thats possible?

It is impossible to "split" an account as in give some games to a different account. Whichever account bought the games, has ownership of them.

Thanks but i think maybe i didn't make my question clear. I'm not trying to share my games with Frank. Just the opposite. We both want to buy the games separately for ourselves without sharing between the two accounts,

My question is, if Frank buys a physical copy of Red Dead Redemption 2 (of which i already have the digital copy installed on my account), can he install his physical copy on his account without messing up the digital copy on my account or messing up any
of my game saves?

Neither of us have Xbox LIve Gold, BTW. Just the free versions.
