Virtually all Microsoft services require a credit card in order to validate them. This may include purchasing dev mode

I would also like to remind you the dev mode is to be used exclusively for developing software created by you, And that using it to run other kinds of programs can result in hardware and account bans

BTW, it was confirmed there will be no expansion of Sealed mode. The reason given by the devs is that it would be unfair for those that purchased and used sealed slots to then add in more cards that they would have no access to.

So does this mean only my associated account can use a dev mode or can I use one of my other Xbox profiles to use dev mode?

You should be fine as there's not a whole lot you can do in 'dev mode' with out actually purchasing the developer subscription and downloading the related app for it. In Dev Mode on a retail console without the app and register subscription account to develop
software, and just in general, you can't play retail games at all. So with out the requisite account and software there's really no point or issue in putting your console into said dev mode.
