Can I possess multiple Xbox Live accounts (even temporarily?)

I feel the intention to create an additional account registered to me simply for the purpose of one, count them one achievement in
Just Cause 3. I read somewhere, can't remember where, that Microsoft updated their terms and conditions regarding the use of several accounts per individual. Will this be a problem?

Yeah you can just not in the same email because i did the same thing one for main and one to replay games.

I've never faced a suspension, just wanted to be sure before attempting.

You can create as many accounts as you want. It only becomes a problem if you were suspended and you create an account to circumvent the suspension.

I made a second account just for guests to play games on my xbox with me. thats the only thing I use it for, I just used a different email address.

You mention temporarily, just know that content can't be transfered between accounts if you decide to change your mind on using the new account. Here is some information on content transfer from a previous thread.
