I hate to give bad news, but if the hacker changed your Microsoft account email address and you could even create another Microsoft account with it, the hacked account cannot be recovered. I'm really sorry about this.

You can try to use the recovery form, but it will actually think you are trying to recover this new created account, not the hacked one.

You totally make sense. But please understand this is how Microsoft deals with acount recovery. If you don't know the email that the hacker is using right now on your account, it is almost certain that you will not be able to recover it.

You already talked to a Microsoft employee both through phone and chat (as you mentioned) and you know that what I'm talking is true. Users can only use the recovery form to recover their accounts and Microsoft employees cannot change or look into anything on a user account.
