No.It's a Series X/S only game although i think it may be playable via the Cloud.

Unfortunately I do not have any official information from Xbox regarding this but it appears that it could be Xbox complying with local laws in regards to the sale of the game. This could change in the future but it could be out of Microsoft's hands.
