Can I play games previously purchased for xbox on my windows PC

As long as the game is an Xbox Play Anywhere game you will be able to install and play them on your Windows PC as long as you're signed in under the same Microsoft account where the game was purchased.

only play anywhere titles can be played on pc which you own on Xbox, there are very few of these, most games that are on console are not even available via Microsoft store and have to be purchased via Steam, Origin, GOG, Epic etc etc. the advantage of having more stores is cheaper prices due to competition. Microsoft have never been able to fill out their store with descent stuff since the store released years and years ago.

- The code in my purchase history simply says "Minecraft for Windows." If it was a PC-only code, then why was I able to still access Minecraft Windows edition on my Xbox previously, but cannot do so now? The way I see it: I got a game with my Xbox to play on my Xbox, Microsoft buys up Mojang, gives me a code to play Minecraft on my PC, then takes away all forms of me playing Minecraft on my Xbox. Does this make sense?

Sounds to me like they aren't signed in with the same account they used before. To download previously purchased games again on a new system or otherwise, they need to be signed in with the same account that purchased the game/s.

Xbox Companion App is for streaming games from an Xbox console to a PC. The Xbox App for PC is used for PC Game Pass, if you don't have Game Pass Ultimate or just Game Pass PC, you don't need to use this app as purchased games can be downloaded using the Windows Store App in Windows 10.
