that is a DLC that is sold separately from the game, if the game allows it then you should be able to play offline otherwise you can not do it, keep in mind that before buying a product you should read well what you are buying.

The fact that there is an offline mode breads hacking and duping. It is not against any ToS agreement. This was expected to happen the moment there was an offline mode.

There isn't really much blizzard can do about it either. These games are not being played on blizzards servers (closed battle.net) and whatever fixes they would propose, they need to get Microsoft's approval since it runs on their platform.

Its one of those things where everyone got what they wanted (offline mode) but didn't realize what it meant.
