Can I Download xbox games for a friend without internet access?

The only thing you could do is to have your friend bring his console to a place that does have internet.

It will not violate the CoC/ToU, and yes you will be able to access your content while on XBL. However, if you were to head to a friend's house with internet, download DLC and then attempt to use the DLC on your console without internet access it will not
allow it to be used. Any content you purchase can always be used while on XBL, however without a license transfer, content will not work offline.

If I understand your situation correctly, you're attempting to play all digital forms without internet, correct?

I'm pretty sure this is not possible, due to the fact that digital form is basically an online library, where as you can access it. Hence the name, all-digital. There are still games as mentioned by another Xbox Ambassador like destiny 2, fortnite, and Apex
legends, which can never be played without internet. The only way I've been able to find a play my Xbox one games offline, is after the initial download, and with a disk game. Also be advised some games you will not have access to all features without internet,
some such as saving. However, I do know a kid that took his Xbox one s to the public library, plugged it into the internet to do the initial download with his disc game, then went home to play it without internet.
