Sri Lanka has the same voltage as Germany so there should not be any issues there. Just keep in mind that Sri Lanka is not part of Xbox Live Countries
and Regions so some features like purchasing online games and so on will be difficult for you.

That being said you will be able to install the FH 3 disc normally
in the console

If You are getting denied downloads because it isnt not In your region

Two things first

Sri lanka isnt supported by xbox

Hotmail may support it But not xbox

You can only create accounts In supported regions

Also If You are getting the region error it is the same In all regions

Once a dlc is region locked it is region locked In all regions

Your IP address shows what country you're in.

Microsoft is limited by law to deliver only content allowed for that nation, hence, the national limits on accounts and what they can use.

IF, say, you own something downloaded with your Canadian account which is licensable for Sri Lanka, then you can use while you are in Sri Lanka if it is on your console. Therefore, jet-setting globe-trotters such as yourself
end up with multiple accounts on their Xboxen, one per nation.

There is no timeline its mostly upto your government

And cost of doing business in your region

As with any business online or physical you need a license etc
