Can I change this?

Thank you for posting in Microsoft Xbox Community. I'm sorry to hear that you are having issues with your payment method when trying to purchase Minecraft Realms. Please ensure that you are not using any sort of VPN.

Did you move to a different region? If you’re moving to a new country or region for a long time, it is recommended that you change your region. If you did not move, you may just need to ensure that your profile is set the region where you're physically located.

To change the region in your Microsoft account profile:

Go to the Your info page of your Microsoft account dashboard. Make sure that you are logged in using the same account as your Minecraft:

Select Edit profile info.

Select the new Country or region from the dropdown list.

Note: The funds in your Microsoft account will not move with you. Please make sure to spend the money in your Microsoft account before you change your account location. Microsoft can’t transfer money between regions.

You'll need to contact phone support if you're not able to change your region and you're sure it's been 3 months. Nothing anyone on this forum
can personally do to look into how long it's been since you've changed regions or what's stopping you from changing.

When was the last time you tried changing your region back to Russia? If it was recently and you believe you are 90 days past the initial change, try reaching out to
phone/chat support and speaking with them. They can take a closer look at your account than we can and can hopefully figure out what's up.
