Can I buy the xbox game pass from europe?

Today I tried purchasing the xbox game pass for pc but I get this error:

Try a different way to pay

Or change your Microsoft Store region. The region where your payment method was issued and your Microsoft Store region need to match.

I tried changing my region as this error implies but it still won't work. If I don't have a different way to pay it means I am lock out of this service? Do I need to wait a few days maybe it didn't acknowledge the fact
that I changed my region?

Give it a few days and cover your back don’t keep trying to purchase something in case it keeps taking money out if it eventually does work

I did manage to change my region to US West Virginia and I am still receiving the same error. Why is that? Not all states are able to buy this game pass?

If you can’t change country or region, it might be for one of these reasons:

You changed the country or region within the last three months.
Your account is suspended. For example, the credit card on a subscription has expired, or your subscription has a balance due.
You’re legally a minor in your current country or region and won’t be a minor in the new region, or vice-versa.
