can i add profile or account on my banned consol for offline game data save ?

I haven' really tried to access a profile on a banned console, but based here on the Xbox enforcement page https://support.xbox.com/en-US/help/family-onli... An Xbox device ban doesn’t affect the hard drive or external storage of any Xbox console, and the storage device will remain functional. You can continue to use the console offline or move the external storage device to an Xbox console that isn’t banned.

But on banned device, I believe you just wouldn't be able to access the Xbox network so you cannot save games on cloud storage you may check the enforcement page for more details as well on what you can and cannot do for banned console link for reference https://support.xbox.com/en-US/help/family-onli...

My Xbox 360 device is not permanently banned, I can still access the internet and Xbox live with my second account on the console, so that’s not my issue. My issue is that I cannot add/download my old, very first Xbox live profile/account to my Xbox 360 because the ACCOUNT is permanently banned, not the console. And again, this is not a password issue. I still have full access to the associated Microsoft account and still use it very frequently, I just want to be able to download my profile and access my old game saves OFFLINE, but I can’t because it stops the profile from downloading because it’s banned

Unfortunately, you are able to link two accounts together. If your Xbox 360 account is an offline account you can convert it to a gamertag profile.

With the save data you will need to enable cloud save, play games a little then they will sync to the cloud. You should then be able to access the save data on the Xbox one. Note not all save data will work as developers change some things when they make
them backward compatible.

Unfortunately, it's not possible to directly link an existing offline Xbox 360 profile to a new or existing Xbox Live account used with a different profile. There are limitations around merging accounts or transferring save data between them.

However, there are still a couple of options you can explore:

Create a New Live Profile for the Offline Profile:

Sign out of your current Live account on the Xbox 360.

Sign in to the offline profile you want to connect to Live.

Go to Settings > Profile > Join Xbox Live.
Create a new Microsoft account (email and password) or use a different existing account not associated with any other Xbox Live profiles.

This will create a new online profile for your old offline profile, but your achievements, save data, and progress won't be transferred.

Transfer Save Data (Limited Compatibility):

This won't link the profiles, but it can salvage some progress.

Check if the game you played offline supports Xbox Live storage.

Certain games allow uploading save data from an offline profile to the cloud if you connect to Live with a new profile.

Once uploaded, you can access the save data from your new online profile.

However, this depends on individual game functionality and might not be available for all games.
