Can I Add My Friend On Xbox If They Live In Russia?

I’m well aware of the sanctions on Russia, and I’m pretty sure Xbox Live isn’t available to Russians at the moment. Regardless, shouldn’t I still be able to add said person as a friend from America? I know that they can’t even purchase most games, I didn’t expect to play any games with this person, but you would think with all that’s going on in the world gaming would be the best way to escape reality. There was a time when I believed gaming brought people together, but it seems all of this is keeping gamers apart. Very sad to see how “far” we’ve come.

I think that Microsoft will never add Rewards for Russia. We have lost Xbox Game Pass, we have lost Xbox Live Gold... Microsoft has come out from Russia.

I live in Russia. My friend "ark Survival Evolved" is on Xbox One in Russian language and I have English on my computer by subscription! Why don't I have Russian?
