with destiny the pass can only be used by the account that purchased it.

The DLC is linked to the account that it was purchased from. However, any account can have full access to a game and its DLC on the same console as long as the account it was purchased from is signed in as well. So say you purchased it from your account,
you would have to remained signed in for any account to have access to it on your console only.

Yes, I agree, this is the way it should work.

But this is not the Case for Destiny - Beyond light.

Even it is home console and profile logged in, no other profile can play the Beyond light campaign.

It always states that it has to be purchased.

tranafer dlc licenses to the said xbox the dlc is usable on the new xbox offline
