    Unfortunately the old Games For Windows Store was closed down some time ago. I suggest you purchase Arkham City GOTY Edition from Steam.

    the best way to get all dlc for a game is to purchase the game on disc or from a digital store as the old windows store is closed down

    it currently isn't possible to buy xbox live gold with the currency on your account, it can be used to buy games, movies, dlc, avatar items etc.

    There is no info available if it will be possible in the future

    Thanks for the response. I've already checked that page and everything is in order. Its just very strange that at the same time I can buy something on Xbox Live and immediately try to buy any of this two DLCs mentioned and its not possible.
