Can anyone help me ban these hackers I have proof of them cheating ?

You would need to report them via their profiles in order for the enforcement team to investigate them. You'll also want to report them to Rockstar.

ive called them 3 times they dont seem to be getting me anywhere i just need to be directed to the people in charge of investigating hackers and banning xbox ones because if they can investigate a hacker and ban his xbox that means they can track down the
persons xbox one information which is what i need speaking to EA will not get me anywhere i need microsoft to confirm to EA that yes i have been hacked otherwise its a lost cause without proof.

account bans are for hackers and people that cheat microsoft and i have never did that

These games have had people cheating since the beginning. You can contact COD developpers to try to ban hackers.
