Can an Xbox 360 Install a Game from Any Region?

but if the system and game aren't from the same region wouldn't that prevent me from installing the game on my 360?

The answer depends on whether you are referring to Xbox 360 or Xbox One games. Xbox 360 games (digital & physical) are region-dependent and will only work with an account set to the same region and used on an Xbox 360 bought from the same region. Xbox One
games (digital & physical) are not region-dependent and can be played in any region, as long as you migrate your account and also set the new region in your console's system settings. The Microsoft Store on your Xbox will update the games in accordance with
whatever region the console is set to. Just be aware that you cannot change regions all the time and doing so can affect service availability or game accessibility so we only recommend changing regions if you are actually moving.

Not all games are free to use on any system. Need for Speed: Hot Pursuit is region locked and can only be played within the coding that it was orginally bought in. For example, a game such as Gears of War can be played on an Xbox 360 from any region because
the producer of the game made it without region-coding. Need for Speed Hot Pursuit however, is produced where it can only be played on an Xbox 360 where the coding matches the disc. Your Xbox 360 and your copy of Need for Speed: Hot Pursuit are coded differently,
hence the error you're receiving. The game that didn't give you the issue was free of region coding and is playable on any console, regardless of the country it was produced in. Unfortunately, you won't be able to play that copy of Need for Speed: Hot Pursuit
on your current Xbox 360.

The region locks technically aren't even NTSC/PAL locks because such a differential does not exist within the console. The games are just coded with a region lock. When a region locked game is loaded on a console from another region, it will display an
error message. If a game is region free, it does not look for what region the console comes from and continues to run. The region lock outs for Xbox 360 games these days are down to the publishers, nothing more.

Xbox One on the other hand has no regional lock outs at all for disc games. You can play any Xbox One game on any Xbox One console. There are certain region locks for downloads, but that has nothing to do with NTSC and PAL.
