Can an entire Xbox family be banned if one person in the family has a sanction?

Unless they have the subscription and they get permanently banned which means the subscription gets forfeited

No. Just that account would be banned. But, depending on how severe the issue is, the console could be banned which would affect anyone else that uses the console.

Unfortunately Xbox support cannot help you remove a sanction, as they do not have access to the Enforcement system, the Enforcement team cannot be contacted and the only way to appeal your sanction is through the following website

Keep in mind that not all sanctions are appealable, it is necessary to log in to the website to identify if the system allows you to submit an appeal.
