I'm having the exact same issue. Faulting module is ucrtbase.dll. Exception code 0xc0000409. I had the game through Steam at first but refunded it after lots of trying. Got it through the Windows store directly and get the same error. I've tried:

• Run as admin
• completely reinstalling anything dotnet related
• completely uninstalling visual studio redists, and installing the most recent ones
• updating Windows (currently on 1909, I'm not getting 2004 yet)
• Graphics drivers uninstall and reinstallation of the most recent version
• Chipset driver update
• Installing the game on different hard drives
• Steam version of the game
• MS store version of the game

Q – If I bought a Call of Duty Elite Premium membership recently, will I get Call of Duty: Black Ops II DLC?
