As mentioned above, I was able to change it about 4 months ago and it was streaming without problems.
I do not know why I can not change now.
I would appreciate it if you would like me to tell you the way if I need a parent account setup.

Yes. I registered two years ago, I think that I was 17 years old.

You may also need to check to see if the account is locked because of any parental locks.

When you set the age its permanent. You can't change it after the fact. While the system will allow you to change the age to whatever you want at any time, It won't recognize it in the system, This is to prevent people from just changing there ages to
bypass things, So you will probably have to wait until whatever age you used on the account when making it is 18

this Support page, it lists common reasons you might not be able to stream and has links to the relevant places to change settings and/or check if you have suspensions from either Mixer or Xbox. For further suggestions you can reach out to
