Bought Civilization VI not working for other players on the console

The developer has the option to block their game being shared. Call of Duty does this. While I can't find documentation whether Civilization does this, that would be the likely answer.

This is something the developer, who owns the copyright for the game has decided. Just like some games block the ability to stream them. I'm afraid you need to talk to them about changing those policies.

When I've bought other games on my Xbox X console, other users that are logged in, can play it and all the add ons, even when I'm not logged in, but I have the console set as my home console.

I expected this to be the same way for this game. The game pass does not have the add ons, which is why I bought them.

When I buy a book, we can all read the copy in our home. Not at the same time, but I do not need to be at home for someone else to read it. Because I've bought it for unlimited use in our own home.

That likenes was pretty bad since the console does not work like a book or software licenses when I have a set home console. Which is also the thing I like with the new ones. I had no idea they still could enforce it to be otherwise.
