    When I check account.microsoft. It says refused. I have actualy payed for it using my bank account.

    Hi check in purchases at https://account.microsoft.com to see if it went through. If it was refused chances are you didn't have sufficient funds available.

    So, if your bank refused the payment you should directly contact the bank and try to understand why and if it is possible to approve payments from the MS store.

    It's also good to have a
    chat with the support     to see if it was something on their side.
