Borderlands 2 DLC Xbox 360 disc not installing update for Xbox One

I'm trying to install the Borderlands 2 Add-On Content Pack for Xbox 360 on to my Xbox one. The DLC will install, however the xbox says it needs an update in order to play the content, but will not install the update. Is there an issue with adding the dlc to the Xbox One? How should I go about being able to play my dlc?

For more information, the DLC disc contains Pirate's Booty, Campaign of Carnage, Mecromancer pack, and the Collector's Edition pack.

If you own the physical disc with the DLC's, the DLC's are not added to your account's purchase history.

"Borderlands: For all editions, DLC comes included on Xbox One. For the Game of the Year edition, accessing DLC doesn’t require you to insert the DLC disc on Xbox One. Only your purchased DLC, however, will be usable on Xbox 360."

You need to use the game disc to play the game. I don’t know if the DLC will be available using the disc

The digital XboxOne remaste is frequently on sale and includes the dlc.

Some further information.

I installed the game on my XBOX 360 to see what was supposed to happen.

On XBOX 360 you still get the same microsoft store wanting money for the DLC if you only install and play disc 1.

On XBOX 360 if you insert disc 2 it lets you run the expansion installer.

On XBOX One inserting disc 2 simply sets the game running, exactly as if you had inserted disc one, with no option to run the expansion installer.

i have borderlands 2 on xbox 360 i wanted to play it on xbox one since its backwards compatible so i put the borderlands 2 addon disc in but when i install the addons from the disc none of my
stuff was there it just said to buy it again the addons i have are Assassin stinging blade pack.Mechromancer pack. dragon keep.campaign of carnage.slaughter.and the collectors edition pack. is it possible to fix this. i just found a link to the disc i have

Did you make sure that the account your trying to access these dlc's with is indeed the account that you purchased it on?

Check the list of games installed on your Xbox... Is Borderlands listed more than once? If you have only one does it show the DLC? If not perhaps the original install was replaced by this download. If you have more than one install maybe the DLC is installed
with the disc version. Do you have a friend that owns a disc version you could borrow?
