The Xbox One Play and Charge kit does indeed work as a data/power cable for connecting an Xbox One wireless controller to a PC.

Almost any micro USB cable, including android device charge cables, will work as well.

With the new Xbox one controllers you can also use Bluetooth if your PC has that built in, or you can use a USB dongle.

Sorry to hear that your having issues with your controller. I have had the exact same issue with a controller. I have found in my personal experience, it tends to be the rechargeable battery that is slowly degrading. You can try to swap for another rechargeable
battery or just a set of good alkaline batteries to see if it does the same thing.

How long have you had the c&p kit?

Have you tried regular batteries to see if the same thing happens?

I received both the charge and play kit and the controller back in May of this year so I haven't had it that long and like I said in my post I unplug it as soon as it's fully charged and plug it in when I'm done using it I will have to try the batteries
that came with the controller

Plugging it in w/o fully discharging (or close to it) a rechargeable battery can cause issues with how well it holds a charge. NiCADs are infamous for building up a "memory".

I'm not sure of the battery type used in the C&P kit you have.
