Block someone from joining Microsoft family/xbox

Someone "Joined" my Microsoft Family and then tried to purchase gift cards

to microsoft, Maybe they need the avoid feature from 360 back which didnt affect rep and limited chances of you being paired with someone you deemed to skilled at the game for you

I tried removing myself from Microsoft Family, but it doesn't work and some features in Forza Horizon 4 i want to access is still blocked, if i visit the "Remove yourself or a family member from your family group on Xbox", the page just kept loading and loading.
