black side bars streaming xbox to my pc. why?

I've always streamed my xbox to pc for various reasons and it's always worked just fine. out of nowhere it has started adding 3 inch side bars and shrinking the screen. It's not a new monitor, no settings were changed, no updates were made that i am aware of. the xbox app and everything else runs fine but the actual display of the xbox to my pc isn't. I've updated and restarted everything, i've deleted and reinstalled the app, i have checked the resolution and display settings on the pc, xbox, and tv over and over. nothing adds up but it is troubling.

same type of issue here when streaming xbox one to win 10 pc the stream is in a smaller scale and not in full screen mode and there is black bars down the sides of the screen and what looks like a windows tab bar across the top of the screen . this happened
after the latest update on the xbox beta app version 11.10.23004.00000
doesn't do this on the standard xbox app version 9.928033.00000 but i cant use my usb mic on the standard xbox app only the beta version so its a bit of a issue

I couldn't watch my brothers stream lastnight because it was a black screen so I tried watching it on my laptop and had the same problem, streams that aren't been streamed directly from the xbox work fine so its definitely a issue on the xbox streaming side.

Did update my video drivers. That didn't change anything though. This is what I get and what I'm talking about how the bottom of the screen looks messed up. You can see how the road there looks weird. The top is fine, other then the black bars. My Xbox One
X is on a wired connection to my router. I've got a Q6600 8gb Ram and a Radeon 6850 HD.
