black ops 1 dlc 1 not showing up on xbox one?

i recently installed black ops 1 on my xbox one with the disc but my dlc Pack 1 content isn't showing up.pack 2 and 3 i had inst.. i had brought it on my 360 before. i tried reinstalling the game, rebooted my xbox it doesn't show up still.
In my games and app...BO manage game are only Pack 2 and 3 but not Pack 1.
I have the Version DE -PEGI from Austria

Now that Black ops 2 is backwards compatible i downloaded and only 1 of my dlc map packs is showing up even though i purchased all of them on black ops 2 on xbox 360??

Depends did you did a region migration or is the xbox set to us or UK if so that would be why

Your console and account region must match your actual region

First Strike Pack 1 the one you're talking about? If so, does that link show that you've purchased the game or is it asking you to purchase it?

 

Yes the First Strike Pack 1. I have already purchased and played on the Xbox 360.

Pack 2 and 3 , I could install . but not Pack 1

To clarify, on that purchase page is it asking you to pay for the content again? Is it possible the content could have been purchased on another Gamertag on the console as well?

 

No. It says I have already bought. my gamertag is always the same. on xbox live in my games, are only the packets

Annihilation and Escalationack2.

if I want to buy it again: i have the package already bought. It is available on Xbox 360 for download.
