billing why is my bank being charged

For refunds, you can try:
Request an Xbox refund on Xbox Support at https://support.xbox.com/help/subscriptions-billing/buy-games-apps/refund-orders.
Sign in using the account that made the purchase.
Select the item you want a refund for and then request the refund.
After your refund request is approved it shall take from 3 to 5 business days for your money to be back."

Why am I being charged a Microsoft bill for the last year-and-a-half which I do not have Microsoft Windows $7.95 on my bank account each month and I can't seem to get this stuff

Billing should be able to look the account up with your billing information that's being charged (credit/debit card number, Paypal email) and at the very least remove the credit card from any account that it is attached for you. if you do not know this information
then you would need to dispute the charges with your bank.
