Billing history is not typically removed. If something doesn't show there, then it usually wasn't purchased on that account. If you're 100% sure you're using the same account that purchased it, you may need to contact support and speak to billing to see if they can track down the purchases. http://support.xbox.com/contact-us

FYI, you can access another person's content without them being signed in as long as you're using the console with their licenses.
