Please identify if the purchase is from your account by browsing your purchase history here:

If the order appears there, you can request a refund from the following website:

https://www.xbox.com/refunds

If the purchase doesn't appear in your history, it means it wasn't from that account. Browse the purchase history of any other accounts you have access to to identify it.

Did you sign up for gamepass? Or a gold trial if so then they did get your permission

If you sign into your PayPal and click on any of the Microsoft (MS) charges Then click on manage MS corporation payments this will bring up a page that has a billing ID on it should be a long alpha numeric sequence that begins with B- if you get back in
contact with xbox support if they did not look up the possible accounts with this billing ID attached to it already they and PayPal is still a payment option on that MS account then they should be able to look up any account that has the paypal account attached
to it.

You should disable recurring billing or cancel billing for the same account that signed up for the service by simply going to your Microsoft account.

Since you mention a locally generated Gamertag changing to a Live one, are you and your kids playing on a Xbox 360 or Xbox One console?

How did you change the Gamertag? Did you just rename it, or did you create a new Gamertag and signed in on an email account?

When you sign in with the account that purchased the games on
