Best pack to buy for GEAR BONUS upgrades

My gear bonus is really lacking, I got all types of gear options, but almost all of them are on level 1. I been mostly buying the regular specter packs for 60K, but for getting gear bonus upgrades, which pack would net me the best chances of getting them???
I thought it would be the equipment pack, but I see it gives me lots of consumable equipment. Unless I just been unlucky.

Didn't get code for brothers to the end elite gear pack.

I've went and talked to my best buy retailer and they don't know about the pack what I've ffound online is this.

Lower Right Corner Reusable gear, GEAR BONUS.. I keep getting upgrades for these I currently have 21 of them..

 

The Jumbo Equipment Pack, gives you 10 consumable items only. Some of the gear is Uncommon, so if your Uncommon weapons are maxed, try buying a few of the Veteran Packs. For the Rare drops... Spectre Packs and above.

 

I tend to get a lot of gear and weapon mods in Arsenal Packs instead of weapons. But this may be due to the number of weapons I've already maxed out.

 

Yea, only a hand full of weapons I got are maxed out, the basic starting weapons, a few silver weapons and like two gold weapons, not a single N7 weapon.

Because my weapons are sub-par, I tend to lean more towards classes that specialize in power usage or melee. Three of my favorite classes are melee focused classes. I REALLY REALLY want the barbarian vanguard. Being able to charge to an enemy and then falcon
punch…..aawwww MAN!!! I NEED DIS IN MY LIFE!!

 

The gear bonuses (non-consumable) are in two tiers uncommon and rare, i would look into specter or premium specter packs for gear items.
