If you cannot see the button to request a case review, it sounds like the account you are using may be a child account? From the >>Xbox Live Enforcement<<

You may only request a review of your own active enforcement actions, and must be signed in to the account that received the enforcement (or signed in to the parent account if a child account was suspended).

If that's the situation you are in, you will need to speak to your parent and have them request a review on your behalf.

It doesn't matter who starts it everyone who breaks the rules will be punished

that's because the website is broken asf, it's not just you it's their sub-par service (as usual) they provide, it doesn't work for me 99.9% of the time either, I think that's probably the intention to make it difficult - it's been like this for years btw,
so don't expect any change - they will continue banning and suspending people with no method of actually challenging the verdict available 'anywhere' - if you submit a 'case review' (just fyi) they see that as insubordination and issue a harder suspension
(heads up) if you were thinking about doing that, best is just to educate the morons on here that see reporting people as part of 'xbox live'.

Submitting a case review is the only way to contact the enforcement team, but they do not review 24 hours suspensions which is why you were not given that option. The review takes longer than the suspension lasts.
