Probably you are not going to be banned for this, as others suggested, you can set up your online and privacy settings on https://account.xbox.com/settings to "Friends only", (you can do it on your console too)
so only people YOU BOTH follow each other as actual "Friends"

I’m just getting notifications that someone followed you and they keep popping up for the next 20 minutes and then I check and I now have 400 more followers, so idk if someone is trying to get me banned or what I just don’t want it to happen that’s why I reported it

However you can change your privacy settings and block who can see your Xbox profile.

Go to the top right corner, click on your avatar

click on "Xbox Profile"

Click on "Privacy Settings"

And the options will appear for you to block.

Yo, thanks for asking because iv been wondering the same thing, so I did a little research on Microsoft's banning policy. And I recommend to contact the enforcement team for anything related to a suspension. You can find more information here:

You must sign in there with the account that has the suspension and there you will find an orange hammer on the first page that you would click on and it will show you your enforcement history and if the suspension is eligible there would be a link
there to click on to file for a case review

A case review will allow you to appeal your suspension which an enforcement agent will look at your case again and determine if they can lift the suspension sooner.
