Bad stuttering when playing The Sims 4

Build: Custom OMEN laptop from HP (17-cb1xxx)
Processor: Intel(R) Core(TM) i7-10750H CPU @ 2.60GHz, 2592 Mhz

Ram: 16GB
System: Type: x64 based

Edition: Windows 10 Home 22H2

Graphics Card: NVIDIA GeForce RTX 2060

I'm once again asking for help in trying to fix my issue with The Sims 4 since it is still not fixed. The issue started when my computer was forced to update back in May. Other, much more demanding games on my device like RDR2, Skyrim, Oblivion, and Minecraft run perfectly fine, but The Sims 4, while running at a consistent 60fps, has constant frame skipping/stuttering that makes gameplay a miserable experience.

What I have tried: Updating to the latest patch, switching from Origin to the EA App, playing without mods, playing without packs, repairing the game, reinstalling the game, making a new save, messing with the in-game graphics, messing with my NVIDIA control panel, doing a clean install of my GPU, running tests, and doing an in-place upgrade (from 21H2 to 22H2).

From checking my system logs on the day that the system updated (May 16th,) there are two errors from when the system attempted to install two updates, one of which was the 2023-03 Cumulative Update for Windows 10 Version 21H2 which appears to never have installed in the first place. When I ran the recommended system file checker, however, it had said that there were no violations or corruption. I don't know what to do at this point since I've done everything I could think of and what I've been suggested to do.

It's been 3 days and I've not gotten a response from anyone. Is this something that I just can't fix?

Except it's not so simple as to it just being The Sims 4, now, as I've started Vampyr and I've been experiencing this issue with cutscenes and menus. I've also experienced this issue with a Pokemon fangame, and rarely Spyro

Judging from the solution given by JananiDhana, this does not seem to be a Windows 10 system problem, because your configuration and other games are running normally. Cumulative updates similar to Windows only fix some security patches of Windows itself, and it does not have a specific negative impact on specific games. Even if such bugs exist, this should be affecting all games.

I recommend doing an "in-place upgrade". This will download Windows 10 installer files and use those to update and repair your system.

You can follow the video guide in the below link to know how to get it done:

2. There you will see an option "Download tool now"

3. A media creation tool with the latest version will be downloaded.

4. Open it in file location and run as administrator.

5. Accept the terms and licenses.

6. Select the "Upgrade this PC"

7. And then the downloading will start.

8. Press "Install" once done.

The system will restart several time and the updates will happen.
