Backwards Compatibility Problem - Midnight Club LA

I'm having difficulty in purchasing Midnight Club LA onto my One X from the Microsoft Store. Everytime I try to make the purchase, it says that the "offer is not valid in your region" is there any way or anything I can do to purchase it onto my Xbox? And
also, why is this game region locked in the first place? Thank you.

Licenses most likely. It costs money to put cars and music in a game and they probably don't transfer from region to region. Games were also more commonly region locked in the last gen.

As to why the game is region locked, you would have to ask Rockstar Games.

But it might have to do with the licenses for the car models and the music.

Also, the game was
delisted some time in October 2018. While you can't buy the game digitally anymore, the game is still there for people that own phyiscal disc copies, so the Xbox One can re-download the game for the disc owners that wish to play that backwards compatible
game.

That game was delisted a while ago. You would have to purchase the game on disc in order to play it.
