Assassin's Creed IV: Black Flag wont install past 13% (2.9GB)

I purchased AC IV a couple of days ago and it will not install past 13%, or 2.9GB.

I have tried all the typical methods;

Uninstalling and try downloading again

Power cycle

Remove local save data

Changing power-on modes

Etc.

There are no console updates, the internet is connected and working, I have about 200GB of free space, and nothing is open or being installed at the same time. I've tried to do the install 5 different times, and it's the same thing every time, exactly 13% downloaded
then it stops and wont install any futher.

Can anything be done to fix this?

Have you tried to disconnect your console from the internet or clear your cache?

Hey,

I've tried two seperate wireless connections, I've cleared the cache, as well as clearing the MAC Address.

Even cleared the Bluray persistent storage just incase.

At this point I'm almost convinced it's not an issue on my end

it happened the same to me in fifa 19 but i just reset the xbox and it was good to go

I'm wondering if your installing from a disc or virtual download?

I had this same issues with forza horrizon and found a tiny scratch on the disc which stopped it from installing, got the game disc exchanged for a new one and hey presto installed straight away

Oh, download. I really should have mentioned that before.

Judging by other posts I've found before asking for myself, I'm not the only one thats had this issue, specifically with AC IV via download. Obviously by my asking here I wasn't able to get an answer from them.
