Are there any news about resolving the ping latency in some countries?

The agent you spoke with most likely gave you an answer just to tell you something because they have no idea. In truth, the latency test pings the Xbox Live servers and that is the latency you see. Your actual local latency provided by your ISP is different.
I'm not sure about other countries, but in the US and Canada, it pings to Microsoft Headquarters in Redmond, WA.

I have a better up and down than you, but my latency/ping is about the same. Sometimes its good and sometimes its bad. Ping/latency makes a huge difference. That looks like your problem.

Look at the left hand side of your screen when you hit search. It gives progress on your search in 3 steps. First it picks a group of matches, then it tests these matches, then it tests again. The activision knowledge base article explains this 3 step
process. The 3rd step is latency/ping. The first 2 are region and skill.
