If I were you I would not attempt and try to configure your xbox 360 console to allow you to do what you are suggesting to do. The right thing to do is to buy one or two games or how ever many you can afford and enjoy them with your brother like I have with

example: Call of Duty:MW3 for you and your brother. buy the DLC you and your brother which to access in the game.

Enjoy the Game because if you both have a main game you both love to play it would be better enjoyed as a whole experience. Anyway even if you had all the games to play on all consoles the easy way its much less inviting because its much harder to enjoy
