If this issue persists after resetting, reset the Xbox again, but this time choose to remove everything.

Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Console info.
Select Reset console.
Select Reset and remove everything

This is what I keep getting even after restarting and resetting the console but keeping apps and games. Apex opens then closes as well.
