any way to get the gamer tag of a 0 gamer score account that is perma offline?

There's no way to request a gamertag. The system is in use on other Microsoft services, so even though they don't have a gamerscore, they could still be signing into it elsewhere.

There is a lots of users like this but all of them no body use them they are offline and 0 gamer score

As previously stated on my first post, When an Xbox live member chooses an Xbox gamer-tag, they have the full rights to keep that gamer-tag even know if they have been inactive for years along with no gamer-score & no gold membership, The owner of the gamer-tag
must change it himself or when a forced gamer tag change is imposed due to the gamer-tag violated the code of conduct in any sort of way, Other than that, Your out of luck. Sorry.

yes the unknown gamer tag has no gamer score or achievements, nor any of my xbox friends.

Look mate i don't know what your getting at but i am a honest completionist and i think that removing gamer score to maintain 100% completion is as unfair as modding your Xbox 360 gamer tag to add gamer score to your tag.
