No you need a client usually windows 10

Sounds like this is a Windows 10 game. What game are you playing, and is this in fact on a Windows 10 machine. Or is this a PC game via the Games for Windows Live client?

That's because you forgot that games for Windows is shutdown years ago you have to download the steam games for Windows client

Well Minecraft is the only game where I host a server. I would still contact Mojang even though this is a windows only platform issue? All other clients connect, and even the windows clients can connect any anytime when on the same lan\network. It is only an issue for Windows clients when using any other connection.
