    No, it is not. I thought I mentioned in the post that I even tried adding it to a family group, tested the settings, and then switched it so that it was the manager of the family group. Neither of those things worked. It is now not part of a family group. In addition, each of the times I attempted to access the settings from the account that was only listed as a member, not as the owner of the family group, I was unable to even get to the page that displays the settings. This leads me to believe that being part of a family group has no bearing on the issue at hand.

    Are you trying to play with gamepass sharing trough the family group? Or each user have the gamepass personal subscription?

    issue with this, you can also check your privacy and online settings on Xbox.com/settings. Click on the Windows 10/Xbox one online safety tab and make sure that everything on that tab is on Allow, then scroll to the bottom and click on the submit button, close
    the Xbox app, launch it and try to download the games that comes with your subscription!

    None of these suggestions solve the problem.

    The account has never had a GamePass for PC subscription.

    The account is part of a family group because it is a child account.

    We are trying to use the GamePass for PC offer that is on the top banner of the Xbox app on my child's PC. We click the link, enter our billing information and get the error message: "You don't have permission to do this. An adult in your family needs to turn on recurring billing for you." We follow the instructions to "turn on recurring billing" but those instructions require an active subscription. The subscription can't be activated without recurring billing. Recurring billing requires an active subscription. It is a endless loop of frustration.

    If activating a free trial of GamePass for PC is not an option on a child account, please stop advertising for it on child accounts. Or fix the bug in the system that created this loop so that you can give the next generation of GamePass subscribers a sneak peek at this platform.

    Oh, try please with a different game. Needs to be a paid game

    Because free games doesn't need an Xbox live gold subscription in order to play online

    Also, the account that owns Live gold... Is part of your family group?

    If not, this can be a bit odd. But ask to the owner of the account to invite you to their family group
