Have you tried accessing the site from a different device? I'd also recommend rebooting your devices and WiFi router.

It looks like this may be an ongoing issue, as I'm seeing the same error on my end. So if the issue persists after trying my suggestions, please report the issue to the Xbox team from this page: https://support.xbox.com/xbox-live-status

Select 'Report' under 'Report a service outage'. Then choose 'Cloud Gaming' > 'Launching Cloud Gaming'. Then in Additional feedback, copy and paste the error that you receive.

Once you submit this report it will be forwarded to the appropriate team for investigation. Please reach back if you have any questions.

Do you have any issues with logging into account.microsoft.com or just xbox.com?

By any chance do you have the Xbox app for Windows 10 or the mobile app and test if you can sign in there?
