DLC do not need to be installed if playing from the cloud on mobile. If the game you are playing is on the cloud, then the DLC will also be available on the cloud too. The DLC should unlock the next time you play the game.

I feel it is more just another option out there with so much focus on mobile. I use the Xbox Streaming to play games in other location at my house. I can pull up my Surface and stream games from my Xbox to it while I am in bed or watching a hockey game
in the living room. Cloud streaming adds a whole new layer to this and is even more mobile.

I'm with you. I wish that there was a Play Anywhere edition of Minecraft, but I think that there are good reasons why.

The Win10 version also includes VR whereas the Xbox and mobile versions do not (not including GearVR).

If that's the case, the game should automatically download the last save you have from the Cloud, if you played on your mobile, trough Xcloud, you would have that last progress also on the PC, as it should sync, but this will also depends of the process you followed while playing on mobile, if you didn't allow it to sync with your last save you started from cero and override the previos cloud saves
