alternative confirmation code ?

Not sure why you can't select your alternate email for the code to be sent to as that should be given as an option when trying to sort it out. Anyway, this page may be useful (I say may as you probably already tried everything here) but also gives a link for account recovery which is like a last ditch effort type thing:

Adding a proof:

1. Click here to manage your security proofs.
   
2. Depending on which you want to add, underneath Phone Number or Alternate email address, click on Add New.
   
3. Once you've added a new phone number or alternate email address, a confirmation code will be sent to your current phone number or alternate email address with instructions to confirm your new security proof.

Was your card issued in the same country?
